Water treatments are usually recommended in fountains for deferred maintenance and to keep your fountain looking and smelling cleaner longer in between cleanings. There are a couple of things that will happen with a fountain over time.
A Fountain without distilled water will have mineral deposits form in the fountain basin and inside the pump.
Algae needs water and light to grow and you will have both elements with a fountain. People often comment about the water in their fountain having a "funny smell", this smell is usually due to algae growth in the fountain. Some people suggest using bleach to alleviate algae growth, but bleach can deteriorate the pump components and also damage some materials such as copper.
